Governor-Elect Moore appoints Sen. Paul Pinsky as the Director of the Maryland Energy Administration and Mollie Byron as the Director of Intergovernmental Affairs
Moore-Miller administration taps proven Prince George’s County leaders for key roles
BALTIMORE (Dec. 20, 2022) – Today, Governor-Elect Moore announced the latest appointments of key leaders who will join the Moore-Miller administration. Sen. Paul Pinsky will serve as the Director of Maryland Energy Administration and Mollie Byron as the Director of Intergovernmental Affairs.
“I’m so proud to appoint Paul Pinsky as the Director of the Maryland Energy Administration and Mollie Byron as the Director of Intergovernmental Affairs, I’m confident these leaders will make Maryland proud,” said Governor-Elect Wes Moore. “Paul and Mollie are two lifelong community leaders who I’m so excited to have join the administration–Maryland is better off because of their work, and will benefit greatly because of their continued service.”

Director, Maryland Energy Administration
Paul G. Pinsky has had a long, distinguished career serving in the Maryland General Assembly, including 29 years in the Maryland Senate where he chaired the Education, Health and Environmental Affairs committee in his final term. During his final term he was a key architect and floor leader of the Blueprint for Maryland’s Future (Kirwan proposal) and the lead sponsor of the nationally acclaimed Climate Solutions Now Act of 2022. Other legislation, including the Healthy Air Act and the Greenhouse Gas Reduction Act were passed under his sponsorship. Senator Pinsky served on the Maryland Climate Commission since its inception and has successfully sponsored numerous energy efficiency laws.
Paul’s career outside of the legislature focused on education and education policy. Starting out as a teacher and teacher union leader, he shifted to developing and implementing policy, both in Maryland and across the southern United States, which focused on improving teacher quality, including implementing Peer Assistance and Review programs.
In the legislature, In addition to his focus on the environment and education, Paul has been a strong and constant voice always advocating for social, economic and environmental justice.
“Paul has the gravitas and wherewithal, established through years of service, to shepherd legislation that has led to bold accomplishments, particularly the clean Energy Jobs Act, and, most recently, climate solutions. He has consistently demonstrated his commitment to diversity, equity, and inclusion—he reaches across the table to negotiate consensus and win-win outcomes. His work has laid a path to elevating and supporting underserved and overburdened communities, not just in rhetoric, but in the legislation he has championed,” said Staci Hartwell, Chair of the Environmental and Climate Justice Committee of the Maryland NAACP State Conference.
Mollie Byron
Director, Intergovernmental Affairs
Mollie Byron’s long career in public service has been grounded on making government inclusive and accessible; working at national, state and local levels to ensure communities are heard, diverse voices inform decision making and action is taken to uplift families. Mollie is currently the Director of Government Accountability for Prince George’s County Executive Angela Alsobrooks. In this role Mollie helped to streamline and modernize the role of performance management in the County. She also played a key role in combating the COVID-19 crisis in Prince George’s County.
Prior to working in Prince George’s County government, Mollie served as the Director of State and Federal Government Relations for The Nature Conservancy MD/DC. Mollie also served as the Deputy Director of Intergovernmental Affairs for Governor Martin O’Malley during his second term. She has been involved as a senior advisor on numerous statewide and local political campaigns in Maryland and is on the Board of Directors for Emerge Maryland.
Mollie is a barred attorney in Maryland, with a B.A. in Human Services from The George Washington University and a J.D. from the University of The District of Columbia David A. Clarke School of Law. She grew up in Frederick Maryland and lives in Hyattsville with her husband Dave, 5 year old son Deo, and 2 year old daughter Kinsey.

She has a clear passion for finding ways to transform government to better serve and uplift our communities. We know Mollie will be an amazing Director of Intergovernmental Affairs for the Moore-Miller Administration, and we look forward to continuing to work with her as she takes on this new role,” said Prince George’s County Executive Angela Alsobrooks.
